Agency for Cross Border Pastoralists Development

Agency for Cross Border Pastoralists Development (APaD) transitioned in September 2019 to an Non-Governmental Organization (NGO) after operating as a Community Based Organization (CBO) since its formation and registration in 2002. with its headquarters in Lodwar, Turkana County. It implements programs in Turkana and West Pokot Counties and across the Ethiopian, Ugandan and South Sudan borders.

It focuses on the economic, environmental, education, climate change adaptation and social issues impacting the pastoralist communities of Turkana County, West Pokot County, and the cross-border regions of Ethiopia, South Sudan and North Eastern Uganda.  

The main thrust of the organization is securing rights of the poor and marginalized, good governance, sustainable livelihood development through promoting people’s participation at all levels of the society, accountability, capacity development and access to resources. Special emphasis is given to women’s participation and in building their capacity towards disaster risk mitigation and resilience. Networking at various levels and advocacy are the important tools of APaD’s programmatic implementation approach.

Specifically, APaD addresses the continued marginalization of pastoralist communities in the region through advocacy to address inadequate and lack of physical infrastructure and facilities, limited access to social and health services, low levels of public affairs, continuous insecurity, high levels of illiteracy, exploitation of natural resources and depletion of livelihoods.

 

The main objective of APaD is to promote peace building and conflict resolution; relief of poverty, effective local governance, environmental conservation and food security amongst the pastoralist communities of Turkana County   in Kenya generally and in the cross-border regions of Ethiopia, South Sudan and Northern Uganda.

The Organization has the following specific objectives:

  • Strengthen the capacities of local and cross border institutions to mitigate intra and inter-communal conflicts through sustainable peacebuilding processes.
  • Implementation of transformational grassroots programming that strives to enhance socio-economic development and diversification of livelihoods through community mobilization.
  • Enhance the capacity of local institutions in advocacy and promotion of good governance.
  • Undertake rigorous empirical research to influence government policy and organization’s interventions in pastoralist communities.
  • Organize community empowerment, advocacy and strengthening of local leadership policies and systems.
  • Facilitate improved access to quality and modern agriculture and food security practices for sustainable development in pastoralist communities.
  • Facilitate community education and participation in the achievement of devolved democratic governance, respect for human rights and the rule of law.

APaD is an indigenous organization with extensive community linkages and strong partnerships with csos, county governments of turkana and west pokot and the national government. the organization also has strong networks with local authorities and strategic partners supporting cross-border intergovernmental and community engagements in karamoja cluster.
